A final USCIS fee rule was published in the Federal Register on October 24, 2016 [81 FR 73292].
The new fees will become effective 60 days later, on December 23, 2016.
"Applications or petitions mailed, postmarked, or otherwise filed on or after December 23, 2016 must include the new fee."
The new fees will become effective on December 23, 2016 (60 days from the October 24, 2016 publication date of the final rule)
